2. Labor Laws and Regulations/ALRA/OSHA (#2 in 2013)
3. Water Supply Issues (#4 in 2013)
4. Health Care Mandates/Affordable Care Act (#5 in 2013)
5. Labor Costs/Minimum Wage Increase Impacts (#3 in 2013)
6. Invasive Pest Issues/Quarantine Costs and Impacts (#6 in 2013)
7. Water Quality Regulations (nitrogen, salts, etc.) (#10 in 2013)
8. Workers’ Compensation Costs (#7 in 2013)
9. Food Safety Modernization Act (FSMA) (#8 in 2013)
10. Air Quality Regulations/Fees/Costs (#9 in 2013)

Health care and water quality regulations have both been trending higher the past three years, likely resulting from implementation from the federal Affordable Care Act and water quality regulations.
